ABOUT INDUSTRY CAPABILITY NETWORK

Industry Capability Network Victoria Ltd - ICN is an independent, not-for-profit service to the manufacturing, engineering and service sectors.  ICN Victoria has offices located in Melbourne, Ballarat, Bendigo, Gippsland and Geelong with further expansion into the north east of Victoria planned for 2007 - increasing the reach of our assistance to industry across the state. 

The role of ICN is to:

  • Identify competitive Australian industry capability for import replacement, local sourcing and business matching for Australian and overseas purchasers.
  • Facilitate local industry participation in major projects.
  • Assist Australian businesses in accessing global supply chain and export opportunities.

 

With a growing industry capability database of over 40,000 Australian businesses, ICN specialist advisers perform a technical role, providing a free sourcing and business matching service to identify competitive Australian capability and innovation.

 

ICN is proactive in ensuring that local businesses are presented with the opportunity to participate in major projects by working in partnership with government, associations, industry and project proponents.

 

ICN is actively involved in leading trade missions overseas, giving Australian businesses the opportunity to attend industry briefings and showcase their capability to international markets. ICN also assists with industry research and the formation of industry clusters to explore and take advantage of global access opportunities.

 

ICN currently operates three main programs:

 

     ICN Metropolitan Program – Import replacement; local sourcing, industry visit programs, Supplier Access to Major Projects (SAMP) Australia; local industry participation programs (AIP and VIPP) and Buy Local campaign.

 

      ICN Regional Program – Local sourcing; industry visit programs; local industry development in regional major project activities and a Regional Industry Link program.

 

      ICN International Program – Supplier Access to Major Projects (SAMP) Global; Australian International Sports and Events Secretariat (AISES); Team Australia Automotive and Aerotech Tooling Cluster; Global Opportunitites - GO Program

 

Background

ICN was established in 1984, initially as the Industrial Supplies Office (ISO) and is funded by the Victorian Government through the Department of Innovation, Industry and Regional Development (DIIRD). In 2003 the ISO was re-badged to become known as the Industry Capability Network - ICN - to better reflect the scope of activities of the organisation in a changing, more globalised maket.  

 

ICN is managed by industry and has been a great success - growing from humble beginnings in Victoria to a national network of 25 offices across Australia and New Zealand.

ICN VICTORIA RESULTS

Success is measured by orders received from suppliers nominated by ICN to prospective purchasers.

Since inception, results have exceeded $1.5 billion which equates to over 40,000 jobs.

A regular study carried out for ICN by Australian Economic Consultants Pty Ltd (AEC Group) revealed that every $1 million spent in manufacturing and service industry activity in Australia generates:

Manufacturing

  • On average 12 full-time jobs are created (direct and indirect)
  • $394,000 in tax revenue
  • $1.24 million of value-added

Services

·         On average 15 full-time jobs are created (direct and indirect)

·         349,300 in tax revenue

·         $1.48 million of value added

AUSTRALIAN CUSTOMS SERVICES

ICN is recognised by the Australian Customs Services as a "prescribed organisation" under the Customs Act to determine whether "substitutable goods" subject to a Tariff Concession application are manufactured in Australia. ICN can also verify if "equivalent goods", the subject of an Enhanced Project By-Law (EPBS) application are manufactured in Australia.

VICTORIAN INDUSTRY PARTICIPATION POLICY - VIPP

The Victorian Industry Participation Policy (VIPP) was developed by the State Government to maximise the involvement of Victorian industry in government funded projects and purchases. 

VIPP ensures that procurement and industry assistance activities support local suppliers when they represent best value for money.

The VIPP applies to all Victorian major projects where the State Government has invested over $10 million in metropolitan projects and $2.5 million in regional projects.
