  • Creating networks in overseas markets for activities following ICN-led trade delegations

Facilitating Cluster Emergence (FCE) Program


The FCE Program assists Victorian businesses that have formed a cluster succeed in matching their capabilities to offshore opportunities.

FCE is designed specifically to match the needs of project-driven cluster emergence. It includes two components:

  • The cluster emergence component; the primary aim of this component is to assist a group of companies capable of responding to a defined opportunity come together and to facilitate this group’s evolution; and
  • The train-the-facilitator component; this component’s objective is to provide the nascent cluster’s facilitator with the skills and resources needed guide the evolution of the group.
The program has a strong focus on clusters developing robust and appropriate governance arrangements.
